  学习《乡村振兴战略规划 (2018- -2 2022 年) ) 》心得体会

  近日,为贯彻落实党的十九大、中央农村工作会议精神,描绘好战略蓝图,科学有序推动乡村产业、人才、文化、生态和组织振兴,党中央、国务院印发了《乡村振兴战略规划(2018-2022年)》。这是按照产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的总要求,对实施乡村振兴战略作出阶段性谋划,细化了实化工作重点和政策措施,部署了重大工程、重大计划、重大行动,是指导基层特别是农村分类有序推进乡村振兴的重要依据。作为一名基层党员干部,我第一时间学习了规划,有以下几点认识:

  一、实施乡村振兴战略意义重大

  9 月 21 日中央政治局第八次集体学习时,习总书记指出,乡村振兴战略是党的十九大提出的一项重大战略,是关系全面建设社会主义现代化国家的全局性、历史性任务,是新时代“三农”工作总抓手。在此基础上,专门制定《乡村振兴战略规划(2018-2022年)》充分体现了以习总书记为核心的党中央对“三农”工作的高度重视、对乡村振兴的殷切期盼、对农民群众的深切关怀,彰显了新时代“三农”工作的战略定位和党中央做好“三农”

 工作、实现乡村振兴的强大决心。《规划》用十篇 37 章数万字深刻阐述了实施乡村振兴战略的

  目标任务、方针原则、总体要求、制度保障和政治保证,指标明确、具体细致、系统全面,具有鲜明的问题导向、目标导向和极强的思想性、理论性、针对性和可操作性,是深入推进乡村振兴战略实施的基本遵循和行动指南。

  二、明确乡村振兴战略关键环节

  改革开放以来,广大农民为推进工业化、城镇化作出了巨大贡献。农业发展和农村建设也取得了显著成就,为我国改革开放和社会主义现代化建设打下了坚实基础。我国拥有 13 亿多人口,不管工业化、城镇化进展到哪一步,城乡将长期共生并存。40年前,我国通过农村改革拉开了改革开放大幕。40 年后今天,我们就应该也必须应该通过振兴乡村,开启城乡融合发展和现代化建设新局面。

  (一)完善乡村振兴制度体系。农业农村现代化是实施乡村振兴战略的总目标,坚持农业农村优先发展是总方针,产业兴旺、生态宜居、乡风文明、治理有效、生活富裕是总要求,建立健全城乡融合发展体制机制和政策体系是制度保障。一是要坚持农业现代化和农村现代化一体设计、一并推进,实现农业大国向农业强国跨越。二是要在资金投入、要素配置、公共服务、干部配备等方面采取有力举措,加快补齐农业农村发展短板,不断

 缩小城乡差距,让农业成为有奔头的产业,让农民成为有吸引力的职业,让农村成为安居乐业的家园。三是要推动农业农村经济适应市场需求变化、加快优化升级、

  促进产业融合,加快推进农村生态文明建设、建设农村美丽家园,弘扬社会主义核心价值观、保护和传承农村优秀传统文化、加强农村公共文化建设、提高乡村社会文明程度,推进乡村治理能力和水平现代化、让农村既充满活力又和谐有序,不断满足广大农民群众日益增长的美好生活需要。

  (二)遵循乡村振兴规律办事。在我们这样一个拥有 13 亿多人口的大国,实现乡村振兴是前无古人、后无来者的伟大创举,没有现成的、可照抄照搬的经验。所以,要突出抓好农民合作社和家庭农场两类农业经营主体发展,赋予双层经营体制新的内涵,不断提高农业经营效率。二是我国农耕文明源远流长、博大精深,是中华优秀传统文化的根,要在实行自治和法治的同时,注重发挥好德治的作用,推动礼仪之邦、优秀传统文化和法治社会建设相辅相成。三要走城乡融合发展之路,向改革要动力,加快建立健全城乡融合发展体制机制和政策体系,健全多元投入保障机制,增加对农业农村基础设施建设投入,加快城乡基础设施互联互通,推动人才、土地、资本等要素在城乡间双向流动。四要建立健全城乡基本公共服务均等化的体制机制,推动公共服务向农村延伸、社会事业向农村覆盖。打好脱贫攻坚战是实施乡

 村振兴战略的优先任务。

  (三)加强乡村振兴党的领导。实施乡村振兴战略,关键是党委和党组织必须加强领导,汇聚起全党上下、社会各方的强大力量。一要把好乡村振兴战略的政治方向,坚持农村土地

  集体所有制性质,发展新型集体经济,走共同富裕道路。二要充分发挥好乡村党组织的作用,把乡村党组织建设好,把领导班子建设强。三要创新乡村人才工作体制机制,充分激发乡村现有人才活力,把更多城市人才引向乡村创新创业。

  (四)协调乡村振兴各类关系。一是长期目标和短期目标的关系,要遵循乡村建设规律,坚持科学规划、注重质量、从容建设,一件事情接着一件事情办,一年接着一年干,切忌贪大求快、刮风搞运动,防止走弯路、翻烧饼。二是顶层设计和基层探索的关系,中央已经明确了乡村振兴的顶层设计,基层要制定符合自身实际的实施方案,科学把握乡村的差异性,因村制宜,发挥亿万农民的主体作用和首创精神,善于总结基层的实践创造。三是充分发挥市场决定性作用和更好发挥政府作用的关系,要进一步解放思想,推进新一轮农村改革,发挥政府在规划引导、政策支持、市场监管、法治保障等方面的积极作用。四是增强群众获得感和适应发展阶段的关系,要围绕农民群众最关心最直接最现实的利益问题,加快补齐农村发展和民生短板,让亿万农民有更多实实在在的获得感、幸福感、安全感,同时要形成可持续发展的长
